Our work begins long before the first shovelful of dirt moves.  We’re involved at the outset, working to ensure the necessary legal framework is in place to support the envisioned project.

Before projects or programs are fully designed and implemented, we help our clients lay the legal and policy groundwork with advice and research, including:

We also work with leading trade associations and advise industry groups on the impact of transportation legislation, including expansion of federal credit assistance programs.  We routinely contribute to individual state and national policy discourses related to financing and development and, when necessary, take a lead role in the development of new enabling legislation.
