Andrée Blais Discusses Progressive P3s
Andrée Blais was quoted extensively throughout the Public Works Financing article, “Progressive P3s on the Rise in US Transport” (subscription required). The article provides an overview of a marketplace trend where “the ‘Progressive P3’ or predevelopment agreement, has been proposed for several major transportation P3s over the last year.” It notes that for the right project, “the model is designed to help mitigate third-party risks relating to permitting, litigation risk, entitlements and utility relocations.”
Discussing the issue, Andrée said, “Predevelopment agreements enable private partners to assist public sponsors with project definition and feasibility analyses, and involving concessionaires early on also enables them to better assess and efficiently price key project risks. This can help avoid contingencies when the project is eventually priced.”
Andrée serves as the leader of the Nossaman legal team on the Los Angeles County Metropolitan Transportation Authority – Sepulveda Pass Rail Transit Program. In this capacity, she has led the implementation of Metro’s first application of the predevelopment agreement delivery method to develop the approximately $6 billion to $10 billion Sepulveda Pass Rail Transit project through one of the most congested interstate highway corridors in the nation.
