Overview
Lolly Enriquez represents public agencies in various governmental law issues. She has more than two decades of experience serving as bond counsel, disclosure counsel, issuer counsel, bank counsel and underwriter’s counsel in a broad variety of public finance transactions, including lease revenue, special assessment, mello-roos special tax, sales tax revenue, tax increment, pension obligation and water, wastewater and electric utility revenue bonds and certificates of participation, with variable, auction and fixed rates.
Lolly also specializes in public law on a wide range of municipal law issues, including public works and public contracting, conflicts of interest, the Brown Act and the Public Records Act. Lolly served as Assistant City Attorney to the City of Beverly Hills where she attended all Beverly Hills City Council meetings and closed sessions, department head meetings and conducted Commissioner and staff trainings on the Brown Act, California Public Records Act and Political Reform Act, as well as drafting ordinances, resolutions and staff reports. Lolly also served as assistant city attorney to the City of Manhattan Beach where she attended department head meetings, reviewed staff reports and public works agreements, assisted with drafting ordinances and resolutions. Lolly successfully assisted the City of Manhattan beach with their Proposition 218 proceedings to increase their storm drain fees.
