Overview
Lolly Enriquez represents public agencies in various governmental law issues. She has more than two decades of experience serving as bond counsel, disclosure counsel, issuer counsel, bank counsel and underwriter’s counsel in a broad variety of public finance transactions, including lease revenue, special assessment, mello-roos special tax, sales tax revenue, tax increment, pension obligation and water, wastewater and electric utility revenue bonds and certificates of participation, with variable, auction and fixed rates.
Lolly also specializes in public law on a wide range of municipal law issues, including public works and public contracting, conflicts of interest, the Brown Act and the Public Records Act. Lolly served as Assistant City Attorney to the City of Beverly Hills where she attended all Beverly Hills City Council meetings and closed sessions, department head meetings and conducted Commissioner and staff trainings on the Brown Act, California Public Records Act and Political Reform Act, as well as drafting ordinances, resolutions and staff reports. Lolly also served as assistant city attorney to the City of Manhattan Beach where she attended department head meetings, reviewed staff reports and public works agreements, assisted with drafting ordinances and resolutions. Lolly successfully assisted the City of Manhattan beach with their Proposition 218 proceedings to increase their storm drain fees.

Experience
Hawthorne Public Financing Authority. Served as bond counsel and disclosure counsel to the Hawthorne Public Financing Authority (PFA) in the issuance of its 2024 Lease Revenue Bonds to assist the City of Hawthorne in financings its City Hall expansion, new civic center courtyard park, underground parking structure, new public works building, senior center expansion and improvements to the police headquarters and aquatics center.
South Tahoe Joint Powers Financing Authority. Served as bond counsel to the South Tahoe Joint Powers Financing Authority (STJPA) in the issuance of its 2023 Lease Revenue bonds to assist the City of South Lake Tahoe in financing its new $60 million recreation center which will be paid from the general fund, as well as a portion of transient occupancy taxes (TOT) that were approved by voters for such purposes. Assisted the City in establishing and forming its parking authority to become a new member of the STJPA to replace the Successor Agency as a member.
City of South Lake Tahoe. Served as special counsel to the City with respect to its 2024 Tax-Exempt Equipment Lease financing for various energy efficiency improvements.
City of Palm Desert Community Facilities Districts. Served as bond counsel in the formation of community facilities districts (CFDs) for the City of Palm Desert and the issuance of bonds by the CFD.
Modesto City Schools. Assisted in the formation of joint powers authority and community facilities districts to finance new schools or improvements to existing schools resulting from new housing developments.
Pension Obligation Bonds. Served as bond counsel or assistant city attorney on multiple pension obligation bonds for various cities, including the cities of Seal Beach and Maywood. Duties include working with the litigators to review the documents for the Bond Validation court proceedings.
Successor Agency to the Dinuba Redevelopment Agency. Worked on the first ever Successor Agency bond deal in California after the dissolution of redevelopment agencies by serving as disclosure counsel to the Successor Agency to the Dinuba Redevelopment Agency in the issuance of its Merged City of Dinuba Redevelopment Project and Dinuba Redevelopment Project No. 2, As Amended, Subordinate Tax Allocation Refunding Bonds, Issue of 2012.
Successor Agency to the Monrovia Redevelopment Agency. Served as bond counsel to the Successor Agency to the Monrovia Redevelopment Agency in the issuance of its Central Redevelopment Project, Project Area No. 1 Subordinate Tax Allocation Refunding Bonds, Issue of 2022 which was sold to a bank via a private placement.
City of Beverly Hills. Served as Chief Assistant City Attorney for the City of Beverly Hills and attended all Beverly Hills Council meetings and closed sessions, department head meetings, conducted commissioner and staff trainings on the Brown Act, Public Records Act and Political Reform Act. Duties included legal research and advice, reviewing staff reports and agreements, drafting ordinances and resolutions.
City of Manhattan Beach. Served as Assistant City Attorney to the City of Manhattan Beach and attended department head meetings, conducted trainings on the public contract code, reviewed staff reports and public works agreements, assisted with drafting ordinances and resolutions. Successfully assisted Manhattan Beach with Proposition 218 proceedings to increase existing Storm Drain fees in 2024 and drafted all documents for protest hearings and elections.
California Statewide Communities Development Authority (CSCDA). Served as general counsel to CSCDA in connection with its role as purchaser of the City and County of San Francisco Infrastructure and Revitalization Financing District No. 1 (Treasure Island), Tax Increment Revenue Bonds, Series 2023A (Facilities Increment) and Series 2023B (Housing Increment).
