Nossaman Expands Infrastructure Practice with Leading Public Finance Attorney Lolly Enriquez

Los Angeles, CA — We are pleased to announce Lolly Enriquez has joined our Infrastructure Group. She will serve as a partner in the Firm’s Los Angeles office. Before joining Nossaman, Lolly practiced public finance at two multi-national law firms and served as chair of the Public Finance Department for Richards, Watson & Gershon.

With more than 20 years of experience, Lolly focuses her practice on public finance. She has served as bond counsel, disclosure counsel, issuer counsel, underwriter's counsel and bank counsel in a wide variety of bond financings, including water and wastewater revenue bonds, lease revenue bonds, Mello-Roos CFD special tax bonds, assessment bonds, school district bonds, tax allocation bonds, 501(c)(3) financings, certificates of participation and equipment leases. The transactions have been private placements and public offerings with fixed rate, variable rate and auction rate debt. Lolly also specializes in public law and represents cities, joint powers authorities, special districts and public entities on a wide range of municipal and public agency law issues, including the Brown Act, conflicts of Interest, public records, public works and public contracting.

We have handled the nation’s first multi-modal design-build project, developed the nation’s first availability payment contract and the world’s first fully-automated toll road using electronic transponders to collect tolls. We also negotiated the first toll concession agreement in Texas history, the first procurement under California’s P3 law and are currently helping Colorado revolutionize safety enforcement on its express lanes network. Our Group members have extensive local and global experience planning, procuring and financing award-winning transportation, public building, water and wastewater projects. Clients appreciate our experience leading signature engagements, not only for public agencies in the United States, but also for private enterprises and for public agencies in Canada, Australia and Asia. We are one of only handful of firms ranked in Band 1 by Chambers & Partners in the U.S. Projects sector and have been recognized by P3 Bulletin, IJ Global, PFI, ARTBA, DBIA, the Legal 500, Law360 and the National Law Journal for our accomplishments in the industry. In May of 2024, we added notable attorney Brent Butzin in the Denver office.

Lolly holds a J.D. from Fordham University School of Law, where she was a member of the Fordham Law Review, and a B.A. from the University of California, Los Angeles (UCLA). She is a board member of Women in Public Finance; a member of the National Association of Bond Lawyers; and a member of Asian Americans in Public Finance.
