Chris Carney and Michael Stroud Recognized as Top Lobbyists
Chris Carney and Michael Stroud were recently recognized by The Hill as “Top Lobbyists” for 2021. Of those included on its list of top lobbyists, The Hill wrote, “In one of the busiest years on record for the D.C. influence world, these are the people who wielded their connections and knowledge most effectively for their clients. The list highlights the broad range of talents needed to achieve success in the industry.”
Chris represented Pennsylvania’s 10th Congressional District for two terms and was a tenured professor of political science specializing in international relations at Penn State University. Prior to running for Congress, he worked at the Pentagon for four years on strategic analysis of the global terrorist threat, ran the Department of Defense’s Policy Counterterrorism Evaluation Group (PCTEG) and was the “Special Projects” intelligence officer for two tours during Operation Southern Watch. Chris received a Presidential appointment as a Commissioner on the Military Compensation and Retirement Modernization Commission (MCRMC) and served as a Senior Intelligence Specialist at NAI2O. Over the course of his career clients that Chris has worked with have included NeedleSmart, NMR Consulting and Valorant.
Michael has secured nearly $30 million in U.S. Department of Transportation (USDOT) grant funding, including for the TIGER/BUILD and Port Infrastructure programs. He was an Obama Administration appointee, holding the titles of Deputy Assistant Secretary for Legislative Affairs and Assistant Secretary (Acting) for the Private Sector at the U.S. Department of Homeland Security (DHS), focusing on port and transportation security and assisting with serving as a liaison between the Hill, the private sector and DHS. He also served as Deputy Chief Counsel on the U.S. House of Representatives Committee on Homeland Security. Michael also served as the Director of Government Relations for WSSC, one of the country’s largest water utilities. Over the course of his career Michael’s clients have included the Port of Los Angeles, The Los Angeles County Metropolitan Transportation Authority, Tradepoint Atlantic, Siskiyou County, Mt. San Antonio College and Proximo Spirits.
