The Daily Journal, California’s leading legal newspaper, published an article by Brad Kuhn and James Oleshansky titled “Where water meets liability” (subscription required).

The article looks at how “the Shehyn v. Ventura County Pub. Works Agency decision allows property owners to pursue inverse condemnation claims against water agencies if they suffer disproportionate damage from water system risks, challenging the prior ‘invited water’ defense.”
