Nossaman Expands Government Relations & Regulations Group, DC Office with Hire of Former Congressman Christopher Carney

Washington DC — Nossaman LLP has expanded its Government Relations & Regulation Group with the addition of former Congressman Christopher Carney — he joins the Firm’s Washington DC office as a Senior Policy Advisor. While a Member of Congress, Chris represented Pennsylvania’s 10th Congressional District. He joins Nossaman from Federal Advocates, where he served as a Vice President.

Chris’ practice focuses on leveraging his deep experience in transportation, infrastructure, homeland security, cybersecurity, intelligence, national defense and veterans’ affairs to help clients achieve optimal results. Drawing upon his time as a Naval Officer, and as a former Presidentially-appointed Commissioner on the Military Compensation and Retirement Modernization Commission (MCRMC), Chris credits his fluency in “military” speak as one of the reasons he has been able to represent security-focused clients. At MCRMC, he worked for a bipartisan body whose sole goal was to improve the personnel and budgetary issues for U.S. military and veterans. A Blue Dog Democrat while in Congress, where he served from 2007-2011, Chris was assigned to the Transportation & Infrastructure and Homeland Security Committees, and with his significant experience on both issues, was appointed Chairman of the Management, Investigations, and Oversight Subcommittee as a freshman member.

Nossaman's Government Relations & Regulation Group helps clients achieve successful outcomes in areas including infrastructure, energy, healthcare and related environmental issues. The Group includes senior Congressional Staff, and past senior officials at the U.S. Department of Transportation's Federal Highways Administration, Department of Justice, Federal Election Commission and Department of Homeland Security (DHS). The Firm’s policy advisors and attorneys have developed and maintained excellent relationships on both sides of the legislative aisle and with administration offices in Washington DC and Sacramento.

In July, the Group added William Powers as Partner in its Washington DC office. Bill served in the Office of the General Counsel at the Federal Election Committee (FEC), where he was the Assistant General Counsel for Enforcement.

Chris is a member of United States Institute of Peace International Advisory Council, and a Senior Scholar at the Foreign Policy Research Institute. He is the recipient of the Defense Meritorious Service Medal, three Joint Service Achievement Medals, the Navy and Marine Corps Achievement Medal and the Outstanding Volunteer Service Medal. He holds a Master’s degree in International Relations from the University of Wyoming, Laramie and a Ph.D. in Political Science from the University of Nebraska-Lincoln.
