Environmental Guide Raises Concern

Nossaman Partner Robert Thornton is quoted in the Daily Journal article, "Environmental Guide Raises Concern." The article discusses newly released draft guidelines from the White House Council on Environmental Quality that address climate change under the National Environmental Policy Act (NEPA). 

Mr. Thornton said of the guidelines, "It raises more questions than it answers, but it's clearly part of the ongoing effort to require agencies to document impacts of greenhouse gases. . . It's a very fluid area right now, and my guess is that it's going to be fluid for years. Under NEPA, it took 20 years of litigation for a lot of the fundamental issues to be resolved - and there's still a lot of NEPA litigation going on."
