Infrastructure Partner Barney Allison Quoted On P3 Projects To Watch In Law360
Nossaman Infrastructure Practice Group Partner Barney Allison was quoted in the Law360 story 5 Public-Private Transportation Projects To Watch. The story highlighted market-leading P3 transportation projects that industry professionals are watching closely in the second half of 2016, and quoted Mr. Allison regarding the Denver International Airport’s Great Hall Project and the I-405 Improvement Project in California. Speaking of the Denver project - which will overhaul the airport’s Jeppsen Terminal - Mr. Allison said it is a "fascinating use of P3 that could include transfer of revenue risk from the commercial tenants to the private concessionaire." Commenting on the I-405 Project - which will refurbish 16 miles of the freeway, add one regular lane in each direction and make improvements to freeway entrances, exits and bridges - he said the project is the first to use California’s new tolling legislation and is one of the larger HOT [high-occupancy toll] lanes/managed lanes projects in the country. HOT lanes or managed lanes are being considered in many parts of the U.S. to relieve congestion and improve throughput by using pricing and also utilize the latest technology for electronic tolling, dynamic tolling in particular.
