Nossaman Environment and Land Use Partner Robert Thornton was quoted in the Arizona Republic story Federal Judge Hears Arguments To Block South Mountain Freeway. Mr. Thornton, who is representing the Arizona Department of Transportation--the agency overseeing the South Mountain project, said during the hearing that opponents of the project are using snippets of thousands of pages of documents to represent the extent of the analysis in order to make their arguments. Additionally, Mr. Thornton was quoted regarding the language in the project’s construction contract that states the Gila Reservation wells—which are owned by the Gila River Indian Community of Arizona—must be avoided during the project’s construction, and that if there is a significant change to the project in the area where the wells are located, another environmental review would be required. That's very common in large, complex transportation projects," Mr. Thornton said.
