Barney Allison Quoted on U.S. P3 Industry Trends
Barney Allison, a Partner in the Infrastructure Group, was quoted in the Inframation article, “U.S. and Canada: Energy Deals Lead The Way,” which provided an overview of recent trends and deal flow in North America.
Commenting on new trends in the US market, Barney said, “[H]ybrid P3s, which combine real estate and traditional P3s, are continuing to win favor with public agencies.” Another trend Barney noted was “procurement agencies’ increased interest in entering pre-development agreements with a private partner…this enables a procurer to get a better sense of the cost of a project as design progresses.” In the finance area, Barney said he was “seeing more interest particularly among state DOTs in using DBFs. This allows a public agency to accelerate project delivery with the private financing costs offsetting inflation in construction costs if the DOT had to wait to procure until it had all their funding.”
