Patrick Harder moderated the panel presentation "U.S. Roads and Highways: Are Managed/HOT Lanes the Way Forward to Tackle Freeway Congestion?" at 10:00 am.  The panel discussed if political support existed for implementing managed lanes, HOT lanes funding, availability payment structures, and opportunities for P3 investors.

Simon Santiago moderated the panel "U.S. Ports and Airports: How do P3 Investors Fit into the Equation?" at 4:15 pm.  The panel addressed FAA privatization, partnerships with private sector ports operators and developers and leasing options.
