Youju Min is an experienced project finance lawyer specializing in public-private partnerships and has worked in five major cities globally representing developers, investors, sponsors, lenders and underwriters in award-winning projects across the world.

She has represented private sector P3 clients from the bidding stage throughout commercial close and financial close on large complex P3 transactions in the US and worked with leading P3 financial advisors in devising innovative financing and securitization structures for P3 projects. 

Prior to joining Nossaman, Ms. Min worked as a project finance lawyer in New York, Hong Kong and Tokyo offices of two top-tier international law firms. 

She also has experience advising on M&A, joint venture and regulatory matters.

Representative Work

  • Skanska and John Laing Consortium – I-4 Ultimate Highway Project. Represented the sponsor consortium for the the commercial and financial close of the $2.2 billion I-4 Ultimate Highway project. Awarded PFI 2014 Americas Transportation Deal of the Year and IJGlobal 2014 Americas Transportation Deal of the Year.
  • ACS, InfraRed Capital Partners and Star America Infrastructure Partners – Portsmouth Bypass Project. Represented Portsmouth Gateway Group consortium from bidding stage to the commercial and financial close of the Portsmouth Bypass Project consisting of construction and finance of 16 mile highway in Scioto County, Ohio.
  • Sumitomo Mitsui Banking Corporation and Babson Capital Management LLC - State Street Redevelopment Project. Represented the lenders in a hybrid bank and private placement financing structure that reached commercial and financial close on an accelerated schedule within less than 8 weeks of announcement of the preferred bidder 2016.
  • John Laing and Kiewit – Purple Line Light Rail Project. Advised Maryland Transit Connector, a shortlisted bidder on $2 billion Purple Line Light Rail Project in Maryland consisting of construction and finance of 16.2 mile light rail transit line in Prince George's County, Maryland.
  • Transurban and Skanska – Transform 66 P3 Project. Advised the shortlisted bidder Express Partners in relation to the I-66 P3 Project to build express toll lanes and other improvements along 22.5 miles of Interstate 66 outside the Capital Beltway in Northern Virginia.
  • Skanska and Fengate – Howard County Circuit Courthouse. Advised the shortlisted bidder in connection with the consortium's bid of design, construction, financing, operations, maintenance and management services of the new Howard County Circuit Courthouse and parking structure in Howard County, Maryland.
  • Star America, Aldridge and Flour - Phoenix Metropolitan Area Freeway Lighting P3 Project. Advised a shortlisted bidder in connection with their bid for upgrading of approximately 17,000 luminaires to Light-Emitting Diode technology with remote monitoring and controls and fit more than 3,000 LED luminaires installed by others with remote monitoring and controls, covering approximately 300 miles of controlled access highway throughout the greater Phoenix area, including the Interstate 10 Deck Park Tunnel.
  • InfraRed and Conduent Transport Solutions - Automated Fare Collection System 2.0 Project. Represented Greater Boston Mobility Partners consortium as shortlisted bidder in connection with the Automated Fare Collection System 2.0 Project procured by the Massachusetts Bay Transportation Authority which replaces MBTA’s existing CharlieCard and CharlieTicket and allow riders to use smart phones, bank cards, and/or a new MBTA fare card to access all MBTA services.
  • Las Vegas Paving Corp. and Macquarie Capital Group - Project Neon. Advised a shortlisted bidder in Project Neon – P3 Phase which consisted of constructing highway improvements in the City of Las Vegas, Nevada in their negotiation of project agreements.
  • JBIC, Nippon Export and Investment Insurance and eight commercial bank lenders – Loan Facility to PDVSA. Advised JBIC, NEXI and 8 other commercial bank lenders in a US$1.5 billion advance pay structured financing facility to Venezuela’s national oil company, Petróleos de Venezuela, S.A. which is the seller of crude oil to various end-users including Japanese trading houses.
  • JBIC and Japanese commercial banks – “GREEN” untied loan to the Standard Bank of South Africa Limited. Represented the lenders in providing "GREEN" (Global action for Reconciling Economic growth and Environmental preservation) untied loan to the Standard Bank of South Africa Limited for on-lending to sub-borrowers in South Africa.
  • JBIC and Japanese commercial banks – Various project finance transactions including:
    • Financing of a new-build LNG carrier to be chartered to Chubu Electric Power Co., Inc.
    • Financing of the modernization of a refinery plant in Kazakhstan.
    • Financing of Continuous Annealing and Processing Line in Jamshedpur, India.
    • Provision of buyer's credit to The Government of the United Republic of Tanzania.
    • Provision of loan facility to a Japanese steel company for the establishment of a continuous galvanizing line plant in Thailand.
    • Provision of loan facility to Nippon Steel Corporation for the establishment of a production facility for steel pipes in Mexico.
