Richard Spohn Named A Healthcare Trailblazer By National Law Journal

Richard Spohn, a member and former Practice Group Leader of Nossaman’s Healthcare Practice Group, has been recognized by the National Law Journal (NLJ) as a “Healthcare Law Trailblazer” for 2019.  NLJ recalled Mr. Spohn’s early work “drafting legislation to create an innovative licensure program to involve veterans coming back from Vietnam in the healthcare system” as well as his service as Director of California’s Department of Consumer Affairs during Jerry Brown’s first administration.  While serving as Director, Mr. Spohn launched the Career Ladders Program to expand the ranks and scope of practice of mid-level practitioners in the industry, such as nurses, mid-wives, and physician assistants.  Additionally, NLJ noted his collaboration with the California Department of Managed Health Care to develop “cross-border HMOs.” 

NLJ principally highlighted Mr. Spohn’s pioneering role in the creation of  the “CaliforniaChoice Program”—the first private sector healthcare exchange.  Discussing the success of the Program, Mr. Spohn noted, “Obamacare emulated CaliforniaChoice.  Our client and I conceptualized the construct, and I smoothed it through the intrigued regulators, fought off  hostile legislators and got it operationally anchored in the mid-1990s.  Today, there are 19,300 small employers participating and about 337,000 lives involved…and 30 percent of the groups had never offered health coverage before.”
