Katherine Contreras specializes in eminent domain, inverse condemnation and other real property and valuation related matters.  She represents public agencies in all aspects of acquiring property from precondemnation negotiations to filing and litigating eminent domain actions. 

Ms. Contreras also represents property owners and business owners with their claims for severance damages and loss of business goodwill.  She also advises property owners, lessees and public agencies in a variety of real-estate related disputes, including lease disputes, unlawful detainer and land use entitlement issues.

Ms. Contreras represents large public agencies such as the Los Angeles MTA and San Diego Association of Governments and has worked with the Transportation Corridor Agencies in resolving construction and operation issues relating to the Orange County Toll Roads.  Ms. Contreras has also had trial experience representing the landowners in their highest and best use and valuation disputes with public agencies.

Ms. Contreras is a frequent contributor to California Eminent Domain Report, Nossaman's Eminent Domain blog.

Public Agency Work

  • San Diego Association of Governments Currently representing SANDAG with project planning, environmental approval and right of way acquisitions for the Mid Coast Corridor, Sorrento Valley Double Track, South Bay BRT and Inland Rail Trail projects.
  • Los Angeles County Metropolitan Transportation Authority Currently assisting MTA with acquiring property for the LAX/Crenshaw Line Project, including analyzing title, possession and relocation and valuation issues.
  • Exposition Metro Line Construction Authority Assisting Expo in acquiring several properties for the Phase 2 Expo Line Project.  Recently represented Expo at a jury trial involving severance damages and goodwill entitlement issues which resulted in a verdict far less than Expo's pre-trial settlement offer.
  • San Bernardino County Transportation Commission Assisting SBCTC with right-of-way acquisition for the Downtown San Bernardino Passenger Rail Project from the pre-litigation phase to settlement and post-judgment.

Property Owner Focus

  • Truxtun Court Partners v. City of Bakersfield Representing property owner in an inverse condemnation action relating to impairment of access.
  • Western Properties Three LLC v. Plaza Camino Real Represented ground lessor in dispute with owner regarding exercise of option rights. Judgment entered in client's favor following successful summary judgment motion.
  • Caltrans v. Imperial Terrace LP Represented landowner in a jury trial against Caltrans relating to valuation of a multi-tenant residential complex.
