Nossaman Elevates Elizabeth Cousins and John Smolen to Partner in Los Angeles, Washington, DC Offices

Los Angeles & Washington, DC (February 16, 2016) – Nossaman LLP is pleased to announce that Elizabeth Cousins and John Smolen have been elevated to Partnership in the Firm.  Ms. Cousins and Mr. Smolen are members of Nossaman's industry renowned Infrastructure Practice Group and reside in the Los Angeles and Washington, DC offices respectively.

Ms. Cousins’ practice focuses on an array of infrastructure projects delivered through public-private partnerships (P3s) and other alternative delivery methods.  Public and private entities have benefited from her strategic and commercial advice in procuring complex and cutting-edge projects in the transportation, social and water infrastructure sectors.

Mr. Smolen’s practice focuses on project development, procurement, administration and finance, helping clients advance many of the nation’s largest and most complex design-build and P3 projects.  He also offers expertise in engineering, procurement and construction (EPC) project delivery strategies within the energy and emerging technology industries.  He has played a major role in Nossaman’s “coal synergy” projects, where heavy industry and mining companies use their equipment and skills to build roads as part of their mining operations.

Before joining Nossaman, Ms. Cousins worked as an attorney at one of Australia’s leading law firms, where she advised on some of that country’s highest profile P3 deals.  At Nossaman, she uses her skills to advance large US projects – from business case and development to implementation and contract administration.  As a result of her deep international and US expertise in P3s and other non-traditional infrastructure delivery tools, Ms. Cousins is often called upon to help public agency clients launch their own P3 programs and produce high-impact, one-of-a-kind projects. Ms. Cousins earned LL.B. and B.A. degrees from Murdoch University in Australia in 2004.

Before becoming a lawyer, Mr. Smolen spent more than a decade as a US Navy officer, serving as an aviator, flight instructor and Naval ROTC instructor.  His legal and military experience has helped him understand project and client issues from multiple perspectives. Mr. Smolen earned a J.D. from the University of Kansas School of Law in 2007; an M.A. from Virginia Polytechnic Institute and State University in 2004; and a B.S., with merit, from the United States Naval Academy in 1995.
