Nossaman Expands DC Office, Public Policy Practice With Attorneys Michael Stroud And William Powers

Washington DC (July 16, 2019)––Nossaman LLP has expanded its Washington DC office and Public Policy Practice Group with the addition of Michael Stroud and William Powers—they join as Partners.  

Mr. Stroud’s practice currently focuses on issues including transportation and infrastructure, trade, and tax.  His experience also includes work with local municipal governments, and water and wastewater utilities.  Prior to entering private practice, Mr. Stroud served as Deputy Chief Counsel of the US House of Representatives Committee on Homeland Security and in several roles at the US Department of Homeland Security (DHS).  At DHS, he was a Presidential appointee and held the titles of Deputy Assistant Secretary for Legislative Affairs and Assistant Secretary (Acting) for the Private Sector.  He was also the Congressional Relations Officer for the US International Trade Commission (USITC), where he was the principal liaison for the USITC to Congress, and worked as an international trade attorney and at the US Department of Commerce handling unfair trade cases.  Mr. Stroud also brings his political law experience from his time in private practice and will be part of Nossaman’s national compliance practice in campaign finance, lobbying, and government ethics.  

Mr. Powers’ practice focuses on campaign finance, lobbying, government ethics and investigations.  He represents high-profile individuals, corporations, political committees (including ballot measure committees and Super PACs) as well as foundations and non-profits, such as charities, social welfare organizations, and trade associations.  He also handles allegations of election law and other public corruption laws that involve parallel criminal and civil proceedings.  Before entering private practice, Mr. Powers served almost a decade in the Office of the General Counsel at the Federal Election Committee (FEC), where he was the Assistant General Counsel for Enforcement.  In this role, he handled some of the agency’s most complex matters, including those involving presidential campaigns, 501(c)(4) organizations, and advocacy groups active in federal elections.  As a former enforcement official, Mr. Powers understands how to navigate the complex and overlapping campaign and lobbying regimes, but he also places a premium on avoiding complaints to begin with through clear and proactive compliance advice.

Nossaman's Public Policy Practice Group helps firm clients achieve successful outcomes in areas of focus including infrastructure, energy, healthcare, and related environmental issues.  The Group includes senior Congressional Staff, and past senior officials at the US Department of Transportation's Federal Highways Administration, Department of Justice, Federal Election Commission, and DHS.  The Firm’s policy advisors and attorneys have developed and maintain excellent relationships on both sides of the legislative aisle and with administration offices in Washington DC and Sacramento.  In April, the Group added Nate Solov as a Policy Advisor in Sacramento.  Mr. Solov served as the Chief of Staff for California State Senator Jerry Hill for over a decade, and also served as the Legislative Director for California Assemblymember, now US Representative, Jared Huffman.
